Registration and service in the F-gas Portal

About the service

The F-gas Portal is a central system of the European Commission used to manage regulations on fluorinated gases (F-gases), in particular to reduce the amount of HFCs placed on the market, control imports and exports, and ensure compliance with reporting obligations under Regulation (EU) 2024/573. The platform collects data on companies, their activities, allocated quotas, and authorisations, and enables operations related to these quotas. It does not function as a trading platform, but solely as an administrative and control system.

Who must register in the F-gas Portal?

  • Producers, importers or exporters of bulk HFCs
    Importers using the “release for free circulation” customs procedure or producers
    Importers using other customs procedures
    Exporters
  • Producers, importers or exporters of other fluorinated greenhouse gases in bulk listed in Annexes I, II or III
  • Importers of products or equipment containing fluorinated greenhouse gases listed in Annexes I, II or III
    Refrigeration, air-conditioning, heat pump equipment or pressurised metered-dose inhalers (MDIs) containing HFCs, in accordance with Section 1 of Annex I
    All other products and equipment
  • Exporters of products and equipment containing fluorinated greenhouse gases listed in Annexes I, II or III
  • Entities managing authorisations for importers of refrigeration, air-conditioning, heat pump equipment or MDIs containing HFCs
  • Companies receiving HFCs exempt from quota or HFCs for MDI production
  • Companies destroying or regenerating F-gases listed in Annexes I, II or III or using them as feedstock
  • Independent auditors (verification bodies) verifying company reports under the F-gas Regulation

Reporting forms must be completed by any entity that:

Produces, imports, or exports any quantity of hydrofluorocarbons (HFCs), or more than one metric ton or 100 tonnes of CO₂ equivalent or more of other F-gases. Reported quantities of imported or exported F-gases also include bulk shipments, including F-gases supplied together with equipment for charging purposes;

Destroys any quantity of HFCs or more than 1 metric ton or 100 tonnes of CO₂ equivalent or more of other F-gases;

Uses 1,000 tonnes of CO₂ equivalent or more of F-gases listed in Annex I;

4

Places on the EU market 10 tonnes of CO₂ equivalent or more of HFCs, or 100 tonnes of CO₂ equivalent or more of other fluorinated greenhouse gases contained in imported products or equipment;

Receives any quantity of HFCs exempt from quota referred to in Article 16(2);

6

Manufactures pressurised metered-dose inhalers (MDIs) for pharmaceutical use containing HFCs;

7

Recovers (regenerates) quantities exceeding 1 metric ton or 100 tonnes of CO₂ equivalent of F-gases;

8

Transfers authorisation to use an HFC quota to another company;

9

Receives a quota transfer.
