The F-gas Portal is a central system of the European Commission used to manage regulations on fluorinated gases (F-gases), in particular to reduce the amount of HFCs placed on the market, control imports and exports, and ensure compliance with reporting obligations under Regulation (EU) 2024/573. The platform collects data on companies, their activities, allocated quotas, and authorisations, and enables operations related to these quotas. It does not function as a trading platform, but solely as an administrative and control system.
Who must register in the F-gas Portal?

1 Produces, imports, or exports any quantity of hydrofluorocarbons (HFCs), or more than one metric ton or 100 tonnes of CO₂ equivalent or more of other F-gases. Reported quantities of imported or exported F-gases also include bulk shipments, including F-gases supplied together with equipment for charging purposes; |

2 Destroys any quantity of HFCs or more than 1 metric ton or 100 tonnes of CO₂ equivalent or more of other F-gases; |
|
3 Uses 1,000 tonnes of CO₂ equivalent or more of F-gases listed in Annex I; |
|
4 Places on the EU market 10 tonnes of CO₂ equivalent or more of HFCs, or 100 tonnes of CO₂ equivalent or more of other fluorinated greenhouse gases contained in imported products or equipment; |

5 Receives any quantity of HFCs exempt from quota referred to in Article 16(2); |
|
6 Manufactures pressurised metered-dose inhalers (MDIs) for pharmaceutical use containing HFCs; |
|
7 Recovers (regenerates) quantities exceeding 1 metric ton or 100 tonnes of CO₂ equivalent of F-gases; |
|
8 Transfers authorisation to use an HFC quota to another company; |
|
9 Receives a quota transfer. |
